Uncontrolled hypertension may cause a blow out of an artery, but far more common is rupture of a congenital aneurym of the Circle of Willis. This can occur with normal BP.
Hypertension means high pressure in blood vessels which may cause them to rupture especially when there is aneurysm .This cause bleeding inside the skull and brain tissue ,which lead to stroke or sudden death depending on the severity of bleeding , this happens especially in arteriosclerotic people .
